This report, developed in collaboration with the Reinvestment Fund, the Center for Economic Policy Analysis (CEPA), and Community Legal Services (CLS), critically evaluates Philadelphia’s 2023 residential property tax assessments. It highlights issues of accuracy, fairness, and systemic racial and economic bias, revealing that Black, Hispanic, and lower-income homeowners are more likely to face overassessment and inconsistent property valuations. By using statistical analysis and comparative datasets, the report provides a clear framework for identifying disparities and suggests actionable steps for creating a more equitable property tax system.
