After more than a decade without a full reassessment, Allegheny County faces widening gaps between property values and taxes owed. This study by CEPA, Reinvestment Fund, and May 8 Consulting reveals how outdated assessments disproportionately impact lower-income households and communities and calls for transparent reform to restore fairness and trust in the system. This report recommends a countywide education campaign, stronger certification standards and more to promote a fair and sustainable property-tax system.
